Head to the EPF HQ!
Next go over to the EPF only sign!
There you will find Herbert!
He will begin to talk to you!
He sends out his Hydra Bot and you begin to fight! It is the same stuff as the normal hydra hit the pot of lava above the blue dragons head, step in the green panels to reflect the yellow dragons lasers and finally throws snowballs at the red dragons.
When you defeat Herbert you get 3 medal when you walk to a symbol you get dragon items and when you walk to another you get a EPF badge/pin!

Also if you have completed all field ops and all the system defender levels when them came out and have completed the Battle Of Doom (Herbert EPF Attack) You can get the Island Guardian stamp! Take a look:
